The California Planned Parenthood Education Fund (CPPEF) is
currently seeking to hire a full-time Healthcare Regulatory
Affairs Manager who will be responsible for assisting CPPEF’S
legal team in addressing issues related to Planned Parenthood’s
licensed community clinics and their participation in public and
private industry healthcare programs. Responsibilities include
but are not limited to: researching laws, regulations, policies
and clinic data; providing guidance for updated regulation
information and guidelines; and provide ongoing technical
guidance to Planned Parenthood licensed community clinics.
Educational Level
Paralegal or legal background.

Required Qualifications:
Five to seven years experience in the health care field with
demonstrated knowledge of state and federal health care programs
relevant to community clinics and affiliate health centers,
including Medi-Cal, Family PACT, Presumptive Eligibility and
Title X Family Planning.
Experience working with the California Department of Health
Care Services, Department of Managed Health Care and the
California Department of Public Health.
Knowledge and understanding of the legal and regulatory
underpinnings of California’s public and private health care
payment, licensure, credentialing systems.
Experience with HIPAA and California privacy laws and
regulations relevant to claims submission, explanation of
benefits, disclosure of patient health information and electronic
health records.
Experience and knowledge of California licensed community
clinic operations.
Highly effective written and verbal communication skills.
Ability to research and analyze complex, legal, regulatory,
and contractual documents.
Demonstrated ability to work independently and draw on the
resources of members to accomplish the essential functions of the
position.
Self Motivated and demonstrated ability to work successfully
with a diverse group of people.
Able to problem solve, set priorities, multi-task and meet
deadlines.
In this role with The Permanente Medical Group, you will provide
legal advice and counseling in the areas of health care and
general business. You will provide day to day legal advice to
TPMG operations and physician leaders on a wide range of
healthcare issues, including contracts and relations with
external vendors; Medicare; Medicaid; other financial and
reimbursement issues; credentialing; licensing; scope of
practice; informed consent; and miscellaneous medical-legal
issues. In addition, you will conduct legal research, prepare
legal documents, and recommend courses of action to ensure
appropriate compliance with existing laws, regulations, and
accreditation standards. Other duties include providing advice
and drafting assistance on policies and procedures (including,
but not limited to clinical policies), and on proposed internal
and external communications.

The Chief Health Law Counsel reports to and works in
collaboration with the Chief Campus Counsel and the Deputy
General Counsel for Health Law and Medical Center Services. The
incumbent will be responsible for providing timely, practical
legal advice to the Vice Chancellor for Health Sciences, the
Medical Center CEO, and other senior leaders of the UCSD Health
System. The incumbent also has relationships with peers at other
UC campuses and works collaboratively on joint or system-wide
efforts, as appropriate. The incumbent also coordinates with
other offices, such as the Office of Risk Management and the
Office of Technology Transfer, as appropriate.
Responsibilities include the wide range of legal issues
associated with a major academic medical center and research
university, including, but not limited to the following: health
care anti-fraud and abuse compliance matters, health information
privacy matters, health care transactions and affiliations,
managed care disputes, federal health care program reimbursement
