In order to participate in the program, you must be a member of CSHA, meet the requisite qualifications and make attestations for either the “Completed Hearing” or “General List.”

Remittance to CSHA of an operating fee of $50 per year and a signed Attestation Form is also required. In addition, eligible participants must furnish to CSHA a resume containing at a minimum the following information, in addition to your name and contact information:

  • The county(ies) or more general geographic areas where you would serve as a hearing officer;
  • Your current law firm affiliation and your affiliation(s) for the past ten years;
  • The states in which you are licensed to practice law, and the number of years practicing general health care law in each jurisdiction;
  • The total number of years practicing general health law;
  • The dates and types (e.g., seminar or update) of CSHA hearing officer training programs attended;
  • Any other qualifications you believe are relevant to serving as a hearing officer;
  • Contact information for at least two (2) references.

In addition, if you qualify for the Completed Hearings List, you must also disclose on your resume the total numbers for the following categories, either (i) using for each the ranges 0-5, 5-10, 10-20, and more than 20; or (ii) providing for each the actual numbers:

  • completed hearings in which you served as lead counsel;
  • hearings (completed or not) in which you served as lead counsel;
  • completed hearings in which you served as hearing officer;
  • and hearings (completed or not) in which you served as hearing officer.

Your name on the CSHA listing will be linked to your resume. You are expected to provide CSHA with an updated resume as relevant.

Qualifications for Completed Hearings list:

  Qualification Additional information for listing
1 Hold an active license to practice law in California License number
2 Be a member of CSHA.  
3 Attest to having at least five (5) years
experience practicing general health
care law in the United States
Total number of years experience practicing general health care law;

US jurisdictions in which general health care law was practiced;

Number of years practicing general health care law in each jurisdiction.
4 Attest to being familiar with the current statutes, regulations, cases, common bylaws and other provisions governing peer review in California.  
5 On an initial and continuing basis while listed by CSHA, attest to having attended in its entirety 1) at least one CSHA basic training seminar specifically designed for Hearing Officers (consisting of 5.5 or more hours of continuous instruction) within any preceding five-year period and, 2) if more than three years have passed since attendance at a CSHA training seminar for Hearing Officers, further attest to having attended in its entirety at least one training program update certified by CSHA that is specifically devoted to Hearing Officer training  (consisting of at least 2.0 hours of continuous instruction). Attendance at any basic training seminar or update may be in person or through verified review (in a manner satisfactory to CSHA) of the entirety of recorded CSHA basic training programs or periodic updates. Any issues related to compliance or satisfaction with training and/or update requirements shall be as determined at the sole discretion of CSHA. 6 Attest to having served as a hearing officer or been lead counsel in at least five (5) completed adversarial evidentiary hearings before a peer review hearing committee in California Total number of completed hearings in which served as lead counsel;

Total number of hearings (completed or not) in which served as lead counsel;

Total number of completed hearings in which served as hearing officer; and

Total number of hearings (completed or not) in which served as hearing officer.
7 Attest to having other qualifications the listed person considers relevant to serving as a hearing officer. Description of qualification.
