Job Summary
Associate Counsel II Director Health Care Legal Services (HCLS) will be a part of the Health Care Services (HCLS) Unit of the Legal Services Department and will report to the Associate General Counsel (or General Counsel, as appropriate) leading the HCLS Unit (HCLS AGC). This position is responsible for providing competent legal advice, conducting legal research, writing, analysis and guidance on a wide range of subject-matters including: the Knox-Keene Act; federal law and guidance applicable to Medicare and Medi-Cal programs, other health care law and regulatory issues; member and provider disputes; legal project management; drafting and managing a variety of provider, government payer and other agreements; and administrative activities within the HCLS Unit. This position will handle various legal matters, including provider fair hearing arbitration matters, for the organization, both independently and under supervision of the HCLS AGC or their designee. This position also handles review, drafting, providing counsel, and negotiations (when requested) of regulatory matters and filings. This position must have the ability to appropriately handle legal and/or business information that is highly sensitive and/or confidential, and have the ability to interact with high level executives.
Duties
- Provide competent legal advice and perform related tasks (research, writing, analysis, review and compilation of relevant documents, etc.) on legal matters covering a wide range of subject-matters, including the Knox-Keene Act, federal law and guidance applicable to Medicare and Medi-Cal programs, other health care law, regulatory filings and enforcement matters, health care, claims processing, member and provider disputes, and other issues as assigned by the HCLS AGC.
- Works independently and/or with the HCLS AGC (or their designee) on managing, overseeing, and/or handling assigned regulatory matters, and other matters for the organization, including reviewing or preparing regulatory filings, responding to enforcement matters, , supporting various internal departments with contract issues, working with outside counsel (if assigned) and internal staff, etc.
- Independently, and/or with input from the HCLS AGC, provides advice, counsel and handles regulatory, and contract-related matters for the organization and internal clients.
- Manages assigned legal projects.
- Manages and trains staff in the HCLS Unit and Legal Services Department as needed, including new Attorneys, Legal Specialists, Paralegals, and Legal Coordinators.
- Perform other duties as assigned.
Education Required
Juris Doctor Degree or Doctor of Law Degree (J.D.)
Required Experience
- At least 5 years work related experience in a law firm, corporate legal or government legal department in a fast paced, complex office setting, working with multiple priorities under deadline pressures; ability to read, analyze and interpret laws & regulations; at least 5 years of work related experience in handling complex assignments related to health care law, including Knox-Keene Act, DMHC matters, internal organization or governance issues, public law, and/or general law issues.
Preferred Experience
- At least 5 -7 years of experience handling health care matters.

- State Bar – Active, current and unrestricted California License
